Drivers Improvement Class. for driver who have been assigned by the court or the Maryland Motor vehicle Administration to complete a 3-hour drivers improvement class. 3Hour Alcohol and Drug Education Class The 3-Hour Drug & Alcohol Education Program (“Safe & Sober”) is required to convert a foreign driver's license to a Maryland license.
